It is considered desirable if you

wish to recruit British personnel for one

of the Health Units that your Secretariat

should make a formal approach to our Government

through the Foreign Office. You mentioned to

me also that you contemplated the use of

Hong Kong as a base of supplies for the

Health Units and this question might be dealt

with at the same time.
